Actor Positions Explained

Actor positions are divided into five categories: (1) strong opposition, indicating consistent, robust objection to an issue statement; (2) weak opposition, indicating less consistent, less robust objection; (3) indifference, indicating general neutrality; (4) weak support, indicating less consistent, less robust backing; and (5) strong support, indicating consistent, robust backing.

 

In the absence of clear histories of opposition or support, actor positions may be categorized in alignment with actor allies and partners, even if an issue is not central to an actor’s agenda. In addition, some actor positions may be more active or more passive than other actor positions in the same category. Given the fluidity of the negotiation landscape, actor positions may change over time; such changes will be tracked and analyzed to determine important trends.
